What is the fitment factor?

The fitment factor is a multiplier that the 8th CPC committee recommends. It is applied to your current 7th CPC basic pay to calculate your new 8th CPC basic pay.

New Basic Pay = Current Basic Pay x Fitment Factor

Why the fitment factor matters

The fitment factor affects every component of your salary:

  1. Basic pay: Directly multiplied by fitment factor
  2. DA: Resets to 0%, but future DA is calculated on the new (higher) basic
  3. HRA: 24%/16%/8% of the new basic pay
  4. NPS: 10% of the new basic pay
  5. Pension: 50% of the new basic pay (for NPS subscribers)

A higher fitment factor means higher basic pay, which means higher allowances, higher deductions, and higher pension.

Why the 8th CPC fitment factor is lower than 7th CPC

The 7th CPC used a fitment factor of 2.57x (from 6th CPC basic). The 8th CPC is expected to use 1.92x because:

  1. DA is already at 60% (as of January 2026), which is absorbed into the new basic
  2. The effective increase (basic + DA) is similar to the 7th CPC
  3. The government wants to control the fiscal impact

Under 7th CPC: Old basic + DA = 1x + 1.25x = 2.25x. New basic = 2.57x. Effective increase = 14%. Under 8th CPC: Old basic + DA = 1x + 0.60x = 1.60x. New basic = 1.92x. Effective increase = 20%.
