Does 8th CPC Apply to Bank & PSU Employees? — Who Is Actually Covered

A very common confusion: the 8th Pay Commission does NOT cover bank employees, PSU staff or most autonomous-body employees. Its mandate is central government civilian employees, armed forces, and pensioners of the centre.

Banks run separate wage settlements — the bipartite IBA-union negotiations (12th BPS etc.) set bank salaries on their own cycle, unrelated to the CPC. PSUs follow Department of Public Enterprises guidelines and board-approved pay revisions. Autonomous bodies (universities, research institutes) usually adopt CPC scales by reference but through their own governing-body orders — which is why "does 8th CPC apply to us" needs a per-organisation answer.
